Invitation to Bid
The Kodiak Island Borough (Owner) is inviting bids for construction of the Kodiak Island Borough Landfill Lateral Expansion Phase 3 Leachate Treatment Plant.

Bids for construction of the Leachate Treatment Plant will be received by uploading electronically to the e-Builder® project site until 2:00 p.m., AK Standard Time, on December 11, 2013. Any Bids received after the specified time will not be considered.

The Project contemplated herein consists of constructing a leachate treatment facility for the existing Kodiak Island Borough Landfill and for the landfill expansion.

A strongly encouraged but non-mandatory prebid meeting will be held on Tuesday, November 19, 2013 at 10:00 a.m. at the Kodiak Island Borough Projects Office, 720 Egan Way in Kodiak, Alaska 99615. A site walk will be held at the landfill at 1:00 p.m. Prebid teleconference access will be provided for bidders using the dial-in number: 1-866-203-7023, code 2666-419-115. General questions will be answered at the prebid and summarized in an addendum to all Bidders. Detailed questions on the Bid Plans and Specifications should be submitted via e-Builder®. Questions will be accepted through 5:00 pm Alaska Standard Time on December 4, 2013. A final addendum answering bidder questions will be issued on December 6, 2013.

The attention of the Bidders is directed to the applicable Federal and State requirements and conditions of employment to be observed and minimum wage rates to be paid under the Contract.

Each Bid must be submitted on the e-Builder® Bid Form and accompanied by Bid Schedules and Bid Security, as prescribed in the Instructions to Bidders, payable to the Owner in an amount not less than 5 percent of the Bid Price. Bid bonds shall be in a form satisfactory to the Kodiak Island Borough.

The Successful Bidder will be required to furnish the Bond(s) prescribed in the Bidding Documents.

Bid documents are available online through e-Builder®. The link to the e-Builder® site is available at the Kodiak Island Borough website www.kodiakak.us. The Kodiak Island Borough reserves the right to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents.
