A recently-appointed Kodiak Island Borough Assembly member has filed to run again for his seat. Scott Smiley, appointed to fill a vacancy in early June, filed Thursday to run for one of the two three-year assembly member terms up for grabs in the Oct. 4 election, according to the borough clerk’s office.
