Kodiak artists are again being asked to show off their talents. This week, the city of Kodiak opened the door for artists to submit proposals for art to be installed in the new Kodiak Public Library. To the editor: July 12 makes three months exactly since the two fatal Coast Guard shootings. The FBI and all Kodiak law enforcement entities are still mum. Have they all been outfoxed?
