Flying an airplane often has been characterized as hours of sheer boredom interrupted by moments of stark terror, which over-characterizes but otherwise is a reasonable representation of last Thursday’s Sturm und Drang borough assembly meeting.

The meeting was long — just under five hours with the mayor declaring a recess just after two so members could avail themselves of nearby restroom facilities. However, this action by the mayor appears inconsistent with Robert’s Rules of Order, which apparently requires a motion to recess from the floor and then a majority vote on the motion for it to pass (assuming that this is a non-privileged motion to recess, as opposed to a privileged one). Whether such a motion then requires a second, is debatable, or subject to modification is unclear. However, since this assembly meeting lacked the services of a certified registered professional parliamentarian on staff, such an oversight is understandable. However, to avoid a similar transgression in the future, perhaps the borough attorney should be asked for a written opinion. All of which led to one of the evening’s more memorable quotes by the borough manager, who observed that it’s “Robert’s Rules,” not “Robert’s Laws.” Indeed a salient and chucklesome observation.
