KODIAK — Garbage company Waste Connections has declared in an official letter that it will not present a recycling plan to the Kodiak Island Borough.

The borough’s recycling contract with Threshold Services expires July 1, and Waste Connections, the borough’s solid waste contractor, had right of first refusal to submit a proposal for use after that date.

The borough is now expected to issue a formal request for proposals, ending a period of controversy in which borough assembly members repeatedly expressed frustration with Waste Connections’ tardiness in submitting a proposal.
